The overseeing body and the official governing authority of all the PIs is the Licensing and Regulatory Department of Police of Singapore to which the industry operates under Section 6.70 of the Act and which is established under the Licensing and Regulatory Division of the Singapore Police Force. Additionally, this legal structure requires people to be licensed as private investigators, which has prerequisites of being fit and proper persons, Citizens or permanent residents of Singapore and above the age of 16.

Technological Advancements and Challenges

The rapid evolution in technology has considerably changed how Private Investigators operate. With the introduction of digital forensics, and cyber investigation tools, PIs have been empowered with greater tools in undertaking their tasks, however, this also has consequences due to risks of privacy and laws related to data protection. 

Various legal constraints including the Personal Data Protection Act (PDPA) and other legal restrictions would have to be navigated by the investigators to comply with the law while collecting humanile information.

The strain is on PIs as their clients require results in the shortest time possible although the expected outcome may be attained without compromising an investigation’s integrity. There, however, is a need to strike a balance concerning these competing demands in such a manner that investigations meet the required legal thresholds.

Confidentiality and ethical conduct are among the topmost priorities for individuals in private investigations. The Private Security Industry Act (PSIA) serves as the principal legislation governing private investigators and agencies in Singapore. Enforced by the Singapore Police Force, the PSIA establishes strict guidelines for conduct and requires licensing for both agencies and individual investigators.  

As Singapore progresses through 2025, the private investigation industry continues to adapt to technological advancements and evolving client expectations. By upholding strict regulatory compliance and ethical standards, private investigators remain integral to uncovering truths and providing clarity in complex situations, reinforcing their indispensable role in society.
